Sylvain Côté

Sylvain Côté is an economic and policy expert with over 25 years of experience providing strategic evidence-based policy advice to senior management in Europe, North America and more recently in the Middle East on a variety of labour market and economic issues.

He holds a master’s degree from University of Victoria and an Executive Certificate on Nonprofit Leadership from Harvard's Kennedy School.

During his career, Mr. Côté has been a Senior Economist with the Strategy and Market Analysis Group at Aramco. He was also a Program Director and Senior Research Fellow at the King Abdullah Petroleum Studies and Research Center in Riyadh, Saudi Arabia, where he led the research program on energy transition and employment. Prior to this, he worked as an economist with the OECD in Paris, and at the North American Commission for Labor Cooperation (NAALC) in Washington, DC.

Mr. Côté has also held various responsibilities in Canadian government departments, including Statistics Canada, and has lectured on labour economics at the University of Ottawa and on political science at the University of Alberta.

He has also served as a member of several expert groups including UNDP and MBRF’s Global Knowledge Index 2021 Advisory Board; the College of Business Administration Industrial Advisory Board (CBA IAB), Prince Sultan University; the Saudi Labour Market Strategy Advisory Committee; GEM Saudi Arabia National Expert Group; Eurostat–OECD Entrepreneurship Indicator Development Programme; and the International Consortium for Dynamic Entrepreneurship Benchmarking.
